Leopards “Dispatched to {city}”: what it means

On Leopards, Dispatched to {city} means the parcel has left a Leopards office and is on its way to the city named, for example Dispatched to KARACHI. The city is where this leg ends, not where the parcel is now.
Leopards sometimes names an office instead of a city, as in Dispatched to KHI MAIN OFFICE. It is the same scan. It usually follows Shipment picked in {city} and comes before Arrived at Station in {city}.
On a return, the same phrase can appear again pointing at your city, because Leopards uses the same words for the trip back. If the parcel already shows Return to Origin in {city}, a later Dispatched is the parcel coming home. ShipOps shows it as on its way out, or as returning once a return has started.
