How to reduce COD returns (RTO) in Pakistan
Most COD returns are decided at two moments: before you ship, when an order nobody meant or an address no rider can find goes out anyway, and in the hours after a failed attempt, while the courier still takes your retry or return instruction. ShipOps, the COD app for Shopify, works both moments, and prices every return that still happens from the courier's own receipts.
Why COD parcels come back
Couriers record a reason on every failed attempt. Across Pakistani couriers they fall into the same few families: the customer refused, the customer was not available or did not answer, the address was incomplete or in an area the courier does not serve, the customer asked to hold the parcel or to open it first, or the customer did not have the cash. Each one points to a different fix, and most of the fixes have to happen before the parcel leaves or within a day of the attempt.
Before you ship: stop the return at the source
- Confirm every COD order. An automatic Urdu call or a WhatsApp ask, and only orders the customer said yes to are packed. How COD order confirmation works.
- Check the address. An optional AI check reads each new address and holds the order when a rider could not find it, with the WhatsApp asking for the missing piece already written.
- Look at the customer's history. Returned before, cancelled before, or a repeat buyer, shown beside the new order so you decide before you spend the shipping.
After a failed attempt: act while the courier is still waiting
- One inbox for every courier. The action inbox shows only the parcels that need a person today, ranked by urgency, with each courier's status code written as a plain sentence.
- The review window, alarmed. ShipOps knows when the courier will still accept your retry or return decision and puts that parcel at the top before the window closes.
- Reach the customer in one tap. A written WhatsApp opens in your own app, or the same Urdu call goes only to the customers the courier could not deliver to.
- Tell the courier. File retry or return advice to the courier from the order, signed with the name of whoever sent it.

Work out what returns cost you
A return costs more than the shipping. Add up, per returned parcel: the forward shipping you paid, the return charge, the tax on both, the packing, and the stock that comes back damaged or never comes back. Multiply by the parcels returned last month. For example, a store that ships 1,000 COD orders a month with a 25% return rate and ₨400 lost on each return loses ₨100,000 a month; bringing returns down five points, to 20%, keeps ₨20,000 of it.
ShipOps does this sum for you from the courier's payout receipts, return by return, and a return is not closed until someone on your team checks it in at the warehouse. A parcel the courier marks returned that never reaches you is a claim, not a loss.
Questions merchants ask
What is RTO?
Return to origin: a parcel the courier could not deliver and ships back to you. On a COD order you collect nothing, you usually pay the forward shipping and often a return charge, and the stock is out of your hands for a week or more.
What return rate is normal for a COD store in Pakistan?
Stores that do nothing about returns commonly see a quarter to a third of COD parcels come back. The rate depends on your product, your price point, how you advertise and which cities you ship to, so the number to beat is your own last month, not someone else's.
What is a courier review window?
After a failed attempt, some couriers hold the parcel for a short time and accept your instruction: try again, or send it back. Miss the window and the parcel returns on its own. Each courier calls it something different, and each courier guide explains its own.
Can ShipOps block a customer who keeps returning?
ShipOps shows each customer's history with your store beside the new order: returned before, cancelled before, or a repeat buyer. It does not block anyone on its own; you decide whether to call, ask for an advance or skip the order.
Does the courier charge me for a return?
Usually yes: the forward shipping, often a return charge, and tax on those charges, with no COD collected. ShipOps prices each return from the courier's own payout receipts so you see the real figure. Each courier's payout document shows where the charges sit.
Is it possible to stop all returns?
No. Some customers change their mind at the door whatever you do. What you can stop is the share that was decided earlier: the order nobody meant, the address no rider could find, and the failed attempt nobody followed up while the courier was still waiting.
