TCS “INCOMPLETE ADDRESS”: what it means

TCS IA INCOMPLETE ADDRESS means the address on the parcel is missing something the rider needs to find the door: a house number, a street, a block or sector. TCS is saying the address is unfinished rather than wrong, and it waits for your instruction.
The fix is different from Bad Address: you are adding to the address, not replacing it. In ShipOps that is the Fix address retry, which sends TCS the completed address and asks it to deliver again.
Incomplete addresses start at checkout. If your checkout lets a customer skip the house number, this is where it comes back, one wasted visit at a time. ShipOps's address check can flag a thin address before you book, if you have it switched on.
