TCS “Scheduled for the next delivery cycle”: what it means

TCS Scheduled for the next delivery cycle is a note TCS adds around midnight to a parcel it is carrying over to the next day. On its own it does not say why. To understand it, look at the update just before it.
If the update before it is an ordinary scan, such as Departed From TCS Facility, the parcel simply did not go out today and is still on its way. If it follows a failed visit, such as Bad Address, TCS has only moved the failure to tomorrow, and the failure is still what you need to fix. ShipOps shows the parcel by whichever came before.
Don't count it as a delivery attempt. No rider has been to the customer. Treating it as one makes a parcel look tried more often than it was.
